Sell it; then buy a Mustang GT (05/06/07), it's more than a Scion TC (you can pick up a 05 used for around 22k though) and it'll be faster and better looking than that tc would ever be, and it's really easy to modify the 4.6 modular V8, there is an abundance of modifications available. You would have to spend more than 15k w/ that scion to even match the Mustang probably.

However, I can tell you what not to do to your Scion:
-Lambo Doors
-Big Wheels (go no bigger than 18's)
-big speakers, anything that adds weight and no performance
-ricer stickers, big spoiler that does nothing

What you should do:
-visual modifications should be subtle, and the aim should be on lightening the car, and better aerodynamics
-wheels should be light, lessen the rolling mass, and automatically accelleration, handling, and braking will get better.
-focus on performance, add a supercharger, lsd, (boo fwd) what I would really do is do a V8 rear wheel drive conversion, maybe you can find a old quattro etc.. awd system and adapt your car to put that in
-cold air intake, low restriction exhaust, kn air filter, bore and stroke that engine for a little more displacement
-stiffer springs (stick w/ the TRD stuff probly, don't do anything stupid like cutting the springs)
-supercharger/turbocharger that car definitely needs more power, however make sure that everything that needs to beefed up or swapped out to deal w/ the increased power is done...brakes, springs, tranny, steering maybe, axles too.

Stiffen that car, strut tower brace etc...
